Parents, kids and school staff gathered outside Sandwich Central School on Monday afternoon to take in the solar eclipse. Though Sandwich was not in the ‘totality’ range, we were able to see the progression as the moon moved in front of the sun, then away. At the peak, the sun became a sliver. We were blessed with a bright sunny day and clear blue skies, so that when the moon was shadowing the sun, the difference in the light all around was noticeable. It was a different light, not like a cloudy day, and not like dusk. More like how it appears when wearing dark sunglasses on a bright day. Children alternated between playing on the playground and stopping to view the eclipse through their solar glasses. One sixth grader noted, “I thought it was underwhelming, but I’m glad I saw it.” Before the group dispersed, the school principal stated, “Let’s do it again in 40 years!” Apply for Property Tax Credits and Exemptions by April 15 The Town of Sandwich has adopted multiple property tax credits and exemptions in accordance with New Hampshire State law. Note, tax credits are deducted directly from your tax bill. Tax exemptions are deducted from your total assessed valuation. All applications for tax credits and exemptions are due to the Selectmen's Office by April 15th preceding the setting of the tax rate. Sandwich tax credits and exemptions include several tax credits for veterans, an elderly exemption, and blind exemptions. Veteran’s Tax Credit: Current Tax Credit Amount: $750; All Veteran’s Tax Credit: Current Tax Credit Amount: $750; Service-Connected Total Disability Tax Credit: Current Tax Credit Amount: $4,000. Surviving Spouse Tax Credit: Current Tax Credit Amount: $2,000 Elderly Exemption: Current Exemption Amount: varies depending on age. (The following reflects changes made during the March 16, 2024 Town Meeting) $20,000 (age 65-75), $30,000 (age 75-80), $50,000 (80 and older). For the Elderly Exemption, documentation for verification of income and assets must be provided and is considered strictly confidential and will be treated as such. Blind Exemption: Current Exemption Amount: $15,000 A resident who is legally blind as determined by the Blind Services Department of Vocational Rehabilitation, Division of the Education Department can qualify to receive an exemption each year of the assessed value, for property tax purposes, of his or her residential real estate to the value of $15,000. Sandwich Historical Society This summer’s exhibition at the Sandwich Historical Society is titled, The Photograph and Memory. In the 19th century, the advent of photography had an extraordinary impact on peoples’ ability to create images of friends, family and environments. It was a universally utilized medium for recording history. From daguerreotypes to digital, this summer, the Sandwich Historical Society will be examining the history of photography using examples from our extensive photography collection. The opening day of the exhibit will be June 29, 2024. A Look Back Director Jim Mykland has pulled together some interesting entries from the Sandwich Reporter (1883-1944). April 9, 1908: The snow storm of Wednesday night and Thursday Morning and the cold weather which followed made it seem as though winter had come back for another visit. The Silhouette Social which was held in the C.E. hall Wednesday evening of last week was a very enjoyable occasion. 27 silhouettes were hung on the wall for all present to identify. Mrs. Elmer Hart identified 25 which was the largest number guessed and Mrs. Moses Brown guessed the smallest number. Maple syrup, doughnuts and pickles were served in the lower hall. About 50 were present. Obituary – Mrs. Dorothy A. (Vittum) Graves died at Sandwich, N.H. March 27, 1908. She was the widow of Ross C. Graves (who died in Sandwich, March, 1884) and the daughter of Moses and Sally Vittum. Mrs. Graves lived and spent all her days on the homestead place. Like all good women her thoughts were for home and children, and not traveling about here and there. Her record was made and enshrined where she was, still is, and ever will be will remembered. A more hospitable, kind and Christian greeting was not to be found in East Sandwich than in her presence. She made no show, but lived the truth. (The Ross C. Trails will reopen in late April or early May based on ground conditions. Each year the Squam Lakes Association, in conjunction with landowners who allow public access on their land, temporarily closes a number of trails around Squam. Closing trails is essential to prevent significant damage to the places you love, and it gives us a chance to perform maintenance. As the snow melts, the icy or muddy conditions force hikers to move off the trails and on to the softer ground on the side. This activity loosens rocks, weakens trees, and creates erosion, which hurts both the trails and the surrounding environment. In order to protect the trail network, please avoid hiking on closed trails until we reopen them when conditions dry up! Thank you for helping protect the trails! Historic Barn Easement Tax Incentive The Town of Sandwich is now accepting applications for qualified agricultural structures under the state's Discretionary Barn Preservation Easement Program. In late February and early March, you can expect cold nighttime temperatures and warm days, perfect for the many maple sugaring operations around Sandwich. You can also expect lively discussion about the upcoming town meeting. And this year, you can attend a world-class play put on by our own townsfolk. If there are tickets remaining, Rabbit Hole comes highly recommended! (See below for more information.) See you around town! Third Solar Forum to be Held March 9 The Sandwich Energy Committee will host a third forum regarding the proposed Sandwich Solar Array on March 9th at 10am in the Town Hall. At the two previous forums community members raised a number of concerns about the proposed solar array. The Energy Committee is eager to hear questions and encourages community members to email those questions to sandwichenergycommittee@gmail.com by the first of March as well as bringing them to the forum on the 9th. Most of the opposition is in regard to the costs to the taxpayers. The price of the proposed 120 kW array is $364,463.00. After Federal and state rebates, the amount will be reduced to $252,000.00. With loan costs of about $94,000.00, the total cost is $346,787.00. The array is expected to produce 140MWh annually, which according to the EC’s estimates will provide about $1,660.00 average monthly revenue for the town. This would mean the system would pay for itself in over 16 years. The term of the loan is 10 years. Residents who oppose the array note that typical break-even time is closer to 10 years, thus making a poor return on investment. The Energy Committee states that the annual deficit to the town over the life of the loan will be $11,400.00, which is less than 0.5% of the town’s budget. The town’s Budget Committee advises against the proposed array. The Selectmen approved the warrant by 2 to 1. The proposed array will be voted on by the town by secret ballot during the Town Meeting, Saturday, March 16, at 10:00 am at the Sandwich Central School, and must receive a 3/5 majority to succeed. Kathy Thorndike, Energy Committee Chair writes: “Town Meeting is how Democracy works. There is no need for anger between neighbors. The Energy Committee has done an excellent job putting together the best plan from the options available. It will either pass or not on March 16th. Books-Sandwiched-In is a program of reviews offered at the library by the Friends of the Library (Samuel H Wentworth Library). It has been offered since some time in the early 1980’s every winter without fail. The committee chooses books and then finds community members willing to do a review and then lead a discussion of the book reviewed. The next Books-Sandwiched-In will be March 4, Rough Sleepers by Tracy Kidder. Subtitle: Dr. Jim O’Connell’s Urgent Mission to Bring Healing to Homeless People. Kidder’s probing narrative reveals the humanity of some unforgettable individuals whose trials are a tribute to the human spirit. Last Saturday high winds made it too hazardous for logging and the men had to stop work for the day. ~Plans for the collection of waste paper and metal are now under way and will be started soon. Mrs. Randolph Coolidge has it in hand and funds will go to the Red Cross War Fund. Definite instructions will appear next week as to preparing bundles for collection. In the meantime, save! ~Quimby’s basketball team lost to Meredith Junior Varsity last week, but the girls’ game was a tie. Monday night in Madison the boys again lost 26-20 but the girls’ team were victors 30-3. Nice work, Quimby girls! Historic Barn Easement Tax Incentive Sandwich has the distinct honor of having more barns per capita in the state's historic preservation program than any other town in NH! Let's continue our lead and protect more of our over 210 ag structures by entering them into the program described below. The Town of Sandwich is now accepting applications for qualified agricultural structures under the state's Discretionary Barn Preservation Easement Program. Also known as RSA-79d, the state law provides for up to 75% tax reduction for the barn portion of one's property assessment for ten years in exchange for the owner's agreement to maintain the structure in its historic form. One beneficial feature of this easement is that the assessed value of the structure is fixed for the entire 10-year period. To qualify for the easement, the structure must be at least 75 years of age and viewable from a public road or waterway. The application process is quick and easy. Selectmen’s Update The Board of Selectmen is anticipating a higher than usual turnout at Town Meeting on March 16th (Sandwich Central School, 10 AM). We encourage folks to carpool and those who can walk a further distance for parking to do so by utilizing our public parking downtown (Baptist Meetinghouse parking lot, Town Hall, Frost Lot, Quimby Field parking lot, etc.). On March 12, Sandwich residents will have an opportunity to choose school board members, consider the planning board’s proposals for helping with housing issues while keeping the historic charm of the town, and elect various town positions such as moderator, selectmen, and trustees. February 1, 1917: The Sandwich Local Telephone Company was formed in a small way about fifteen years ago and now covers Sandwich, the greater part of Moultonboro and part of Tamworth with its lines, 23 in number, and a central office in Center Sandwich where they are connected with the long distance. The line is owned and managed by local people and for fifteen dollars a year (About $384.00 today. SHS ed.) free local service has been furnished to all renting phones. Arrangements have just been made to build a new joint line with the New England Tel. Co. from Moultonboro to Center Sandwich so that the new electric light company operating in Moultonboro can have one side of the highway for those wires soon to run to Center Sandwich where they will be welcomed by all. Fairgrounds Nordic Ski Trails The Sandwich Parks and Recreation Department wishes to thank the Sandwich Fair Association for their support in making the fairgrounds available for the Nordic Ski Trails. The trail system has access points from Quimby Field, the South gate of the Fairgrounds (Squam Lake rd.), and by the main Fair office. The trail system goes throughout the fairgrounds, Fair parking areas, town leech field, and Quimby Field. The community is encouraged to use the trails. However, this trail system is also used by the Inter-Lakes Nordic ski team on several afternoons a week. It is possible the trails will be busy on a weekday afternoon, but by no means closed, during these practices. Parks and Rec Director Ole Anderson asks that anyone who uses the trails for non-skiing purposes would respect that these are first and foremost groomed trails for skiers. Please keep your foot traffic to the edge of the groomed area. Footprints through the groomed area can severely and dangerously impact the terrain for the skiers. These trails are not for sledding, please do not sled or allow your children to sled on the trails. If you do take your dog, please pick up their poop. Not doing so is unacceptable anywhere and our groomed Nordic ski trails are no exception. Historic Barn Easement Tax Incentive Sandwich has the distinct honor of having more barns per capita in the state's historic preservation program than any other town in NH! Let's continue our lead and protect more of our over 210 ag structures by entering them into the program described below. The Town of Sandwich is now accepting applications for qualified agricultural structures under the state's Discretionary Barn Preservation Easement Program. Also known as RSA-79d, the state law provides for up to 75% tax reduction for the barn portion of one's property assessment for ten years in exchange for the owner's agreement to maintain the structure in its historic form. One beneficial feature of this easement is that the assessed value of the structure is fixed for the entire 10-year period. To qualify for the easement, the structure must be at least 75 years of age and viewable from a public road or waterway. The application process is quick and easy. We appreciate the work of this year’s Budget Advisory Committee meeting, employees and members of the public who have contributed greatly to another successful budget season. The Selectmen spent most of the work session this week discussing follow up to last week’s hearings, discussing correspondence and reviewing/completing the town’s governance questionnaire as part of its annual financial audit practice. “Audit season” (internal work with our auditors) typically occurs in early-mid February with formal financial statements completed and available to the public in late summer. In the regular meeting, the Board acknowledged receipt of the 2023 Equalization Study. The town’s annual equalization study is used to assess real estate sales in comparison to property assessments. The town’s 2024 equalization ratio was 54.8% (for sales occurring between October 2022-September 2023); this is the lowest the ratio has been in at least 30 years. As a reminder, the Town will undergo a complete revaluation in 2024. The Board reviewed the 2024 Town Warrant and voted on warrant article recommendations. Per RSA 32:5, particular warrant articles require a vote by the Board of Selectmen. The Board accepted unanticipated revenue from the White Sylvania Trust. The Board greatly appreciates the White Sylvania Trust’s continued support of several town departments/initiatives. The Town is so fortunate to have access to such resources! The Board is anticipating a higher than usual turnout at Town Meeting on March 16th (Sandwich Central School, 10 AM). We encourage folks to carpool and those who can walk a further distance for parking to do so by utilizing our public parking downtown (Baptist Meetinghouse parking lot, Town Hall, Frost Lot, Quimby Field parking lot, etc.). Lastly, the Board approved appointment of Tod Campbell to the Energy Committee. We appreciate our volunteers and encourage all residents to consider participation on a town board/committee (or multiple!). The next regular meeting is scheduled for Monday, February 26th. Books-Sandwiched-In is a program of reviews offered at the library by the Friends of the Library (Samuel H Wentworth Library). It has been offered since some time in the early 1980’s every winter without fail. The committee chooses books and then finds community members willing to do a review and then lead a discussion of the book reviewed. Also coming up: March 4 - Rough Sleepers, by Tracy Kidder Reviewer: Richard Knox March 18 - Properties of Thirst, by Marianne Wiggins Reviewer: Michael Henriques Sandwich Solar Proposal At the February 12 Selectmen’s meeting, the warrant for the proposed solar array was approved by the selectmen by a vote of 2-1. The decision is now in the hands of the voters. On Thursday, February 8, a Budget Meeting convened at the Town Hall, where the 2024 budget was presented. The floor was opened to the public to ask questions specifically pertaining to the budget. A number of interested Sandwich residents were in attendance. Moderator Mykland clarified that any item to be bonded must go through the process of transparency. The proposed municipal solar array falls into this category, as the cost is $364,000 with a $112,000 subsidy from the federal government and one from the state around $10,000 to be received after the proposed installation is completed. Budget Advisory Committee members Tod Campbell and Julie Dolan laid out reasons for opposition to the Energy Committee’s plan, stating that the plan doesn’t meet the EC’s own goal of fiscal responsibility. Energy Committee member Derek Meredith indicated after a Budget Advisory Meeting two weeks prior, that the fiscal part of the solar array proposal isn’t as important as the spirit of it. Tod Campbell writes, “We are all advocates of solar energy but not in a fiscally irresponsible way.” At the meeting, Julie Dolan stated, “Some of these numbers you can’t predict; they [EC] did the best they could, but that’s not good enough. My personal opinion – the town shouldn’t be in the business of solar. I did not feel the numbers worked.” Selectman Haight pointed out that there are many communities that have solar. Community members who are in favor of the array feel that the increase in property taxes are outweighed by the reduction of the town’s carbon footprint. Sandwich resident Peggy Longley states, “A solar array is the single best way we, as a town, can benefit our increasingly ‘at risk’ environment.” Nancy Walser writes, “Let’s not let the perfect be the enemy of the good. We have a chance now to do our small part to keep the earth below catastrophic temperatures.” A growing movement of Sandwich residents who oppose the array are concerned that utility power export rates might drop, which would skew the Energy Committee’s estimates. Some concerned citizens opposing the passage of this array have been investigating lower financial risk alternatives. Sandwich resident Jim Norman writes, “ReVision Energy offers the option to buy into or ‘rent’ capacity on one of its multiplying Community Solar Farms… We could buy just the 40kW of capacity we need instead of the overblown 120 kW...” According to the ReVision website, this program provides behind-the-meter 1:1 kWh offsets against power use. Sandwich voters will decide in a secret ballot vote at the Sandwich Town Meeting, Saturday March 16th at the Sandwich Central School, at 10:00 am. The warrant must pass by at least a 60 percent majority. Sandwich Historical Society A Look Back – Director Jim Mykland has pulled together some interesting entries from the Sandwich Reporter (1883-1944). Grab a cup of coffee or tea and enjoy! February 10, 1910: J. A. Smith, the boatman on Squam lake, has put in over 300 tons of ice. ~Quite a lot of brown tailed moths nests have been gathered and burned. ~Geo Wiggin can grind a bushel of corn on the cob in 4 minutes with his gasoline power. ~Land around Squam Lake is getting valuable. A few acres known as High-heath has been sold for $10,000. It will be used for building purposes. ~There is money in keeping hens even in Sandwich. Daniel D. Atwood got over 700 eggs from his 36 hens in January. They are all pure R. I. Reds of the laying strain. He believes it pays better to keep thoroughbred then scrubs as the first cost but little more. Fairgrounds Nordic Ski Trails The Sandwich Parks and Recreation Department wishes to thank the Sandwich Fair Association for their support in making the fairgrounds available for the Nordic Ski Trails. The trail system has access points from Quimby Field, the South gate of the Fairgrounds (Squam Lake rd.), and by the main Fair office. The trail system goes throughout the fairgrounds, Fair parking areas, town leech field, and Quimby Field. The community is encouraged to use the trails. However, this trail system is also used by the Inter-Lakes Nordic ski team on several afternoons a week. It is possible the trails will be busy on a weekday afternoon, but by no means closed, during these practices. The trails will be closed for Inter-Lakes ski races on Monday, February 19. Parks and Rec Director Ole Anderson asks that anyone who uses the trails for non-skiing purposes would respect that these are first and foremost groomed trails for skiers. Please keep your foot traffic to the edge of the groomed area. Footprints through the groomed area can severely and dangerously impact the terrain for the skiers. These trails are not for sledding, please do not sled or allow your children to sled on the trails. If you do take your dog, please pick up their poop. Not doing so is unacceptable anywhere and our groomed Nordic ski trails are no exception. This year 200 skiers are expected to converge in Sandwich for the race, which will be on February 19th. The Championships are more than just a race. The event is a big day in the life of a MS skier with a morning 5km skate race, an afternoon team relay race, and fun activities for the whole family: glitter and face paints, raffles prizes, food concession - the fun is endless, the memories among our skiers’ fondest. The food concession is the only fundraiser of the season, and they do it up big! There will be crockpots of delicious soups, noodles, and chilis, as well as baked goods and drinks. With the funds raised, they hope to purchase up to ten new pairs of team practice classic skis for Middle School and High School skiers. Kiddos (and/or adults) start with a cardboard box to ride in, then use any art supplies creative ideas to decorate and customize their sled. If we do not get enough snow during the week, event will be cancelled. Rec Department Winter Activities The Sandwich Parks and Rec. Department is bringing back their Senior Striders program. The Sandwich Central School gym will be open Sundays from 2 – 4 pm for indoor walking. This is for folks hoping to stretch their legs and get their steps in on less icy terrain. Doors will be unlocked automatically from 2 until 3:15 pm every Sunday. Please carry in shoes to walk in, and change in hallway, as tracking in snow and ice will make the gum floor very slippery. Historic Barn Easement Tax Incentive Sandwich has the distinct honor of having more barns per capita in the state's historic preservation program than any other town in NH! Let's continue our lead and protect more of our over 210 ag structures by entering them into the program described below. The Town of Sandwich is now accepting applications for qualified agricultural structures under the state's Discretionary Barn Preservation Easement Program. Also known as RSA-79d, the state law provides for up to 75% tax reduction for the barn portion of one's property assessment for ten years in exchange for the owner's agreement to maintain the structure in its historic form. One beneficial feature of this easement is that the assessed value of the structure is fixed for the entire 10-year period. To qualify for the easement, the structure must be at least 75 years of age and viewable from a public road or waterway. The application process is quick and easy.
