Proposed Municipal Solar Array Likely the most hotly debated item up for vote in the Sandwich Town Meeting this March is the Sandwich Energy Committee’s proposed municipal solar array. Information as well as questions and concerns have been discussed at two public forums on the topic, as well as via email, local bulletin boards, and over cups of coffee. One thing virtually all parties agree on, is that it is a good thing to take advantage of the sun’s abundant, clean energy. Some are eager to reduce our dependence on foreign oil; for some, the main concern is taking control of energy costs; and still others are motivated by the hope to reduce the town’s carbon footprint. While most are in agreement about the benefits of going solar, there are differences in the approach. The Energy Committee has done a good job in their attempt to answer the many concerns. For example, the cost of the array has been brought into question. Taxpayers have asked whether it is worth taking out a loan to pay for the array, when the town’s electricity costs are relatively low. The total project cost would be $346,000, of which federal and state grants would pay $112,000. The remainder $252,000 would be paid using a low interest 10-year loan. The energy committee notes that the power output by the array would be sold to New Hampshire Electric Co-op, providing more than 50% of the loan financing and bringing the total net cost to the town to about $110,000 paid over 10 years. For those first ten years, Sandwich taxpayers would see an increase in their property tax which would then reverse assuming the array lasts the projected 40 years. Among the recent conversations, the topic of purchasing RECs has come up as a means to achieve the same goals with less cost to the taxpayers. RECs, or Renewable Energy Credits, could be an affordable alternative for reducing the town’s carbon footprint. To offset the town’s 60 or so MWh per year which the town purchases from NHEC, the town could buy 60 RECs at a cost of $30 per MWh, or $1800.00 to offset more than 16 tons of carbon dioxide. If the solar array isn’t approved this year, it could be a way for the town to take steps in the interim to achieve the goal of 100% reliance on renewable resources by 2030. Some residents have noted that this system will not be ‘behind the meter.’ Behind the meter use of power would directly offset power purchased from NHEC. This would be more advantageous than simply exporting to the grid, since exporting is not as well compensated. But the Town’s facilities unfortunately don’t provide good choices of large unshaded south-facing roofs, or viable adjacent vacant properties. While the selected site doesn’t provide behind the meter use, the energy committee feels the financial case for building the array is still a solid one, based on the numbers presented above. One concern that has been voiced is the aesthetics of a large array such as this one, especially considering the town’s commitment to the pristine, historical appearance of Sandwich. Those in opposition are concerned that the array would compromise the scenic beauty and historical, small-town, rural character, if it is visible from a public roadway. The proponents argue that the ground-mounted array as planned, is sited on town property about 200 ft. off Squam Lake Road, next to a decommissioned sanitary leach field. A mix of deciduous and evergreen trees screens the solar array from view, and would only be seen when driving on Squam Lake Road. Regarding environmental issues, the PV solar panels are comprised of mostly silicon, glass, and metal. Rain/snow washing off the panels will not carry any soil or water contaminants. All offsets to wetlands have been taken into consideration in the proposed site. The purpose of the Energy Committee’s solar array proposal is to fulfill the commitment made at the 2020 Sandwich Town Meeting where voters committed “to a goal of 100% reliance on renewable sources of electricity by 2030…” In doing so, they hope to reduce the town’s carbon footprint. Residents have noted concerns that the manufacturing process of the panels may partly negate some of their benefit. However, proponents argue that solar power generation provides for a substantial reduction in greenhouse emissions when compared to electricity derived from fossil fuels regardless of whether the electrons travel directly from the panels to the workload, or to the grid. The Energy Committee has been working hard for the last couple years on this project and other ways for the town to use less energy and to move toward renewable sources of energy. The two forums they hosted in December and January were evidence of this. The Energy Committee is holding their regular monthly meeting on February 13th at which time they will decide on the date and time for a third forum at where residents can have their questions answered. Ultimately, it will be the people of Sandwich who will decide. A great benefit to living in a town like Sandwich, is each member has an opportunity to express their voice and make a difference. The proposed solar array will be voted on by secret ballot at the Town Meeting on Saturday, March 16th. Sandwich’s town website outlines the proposal in detail. Fairgrounds Nordic Ski Trails The Sandwich Parks and Recreation Department wishes to thank the Sandwich Fair Association for their support in making the fairgrounds available for the Nordic Ski Trails. The trail system has access points from Quimby Field, the South gate of the Fairgrounds (Squam Lake rd.), and by the main Fair office. The trail system goes throughout the fairgrounds, Fair parking areas, town leech field, and Quimby Field. The community is encouraged to use the trails. However, this trail system is also used by the Inter-Lakes Nordic ski team on several afternoons a week. Note, there will be a school race Thursday, February 1 so the trails will not be available that day. It is possible the trails will be busy on a weekday afternoon, but by no means closed, during these practices. The trails will be closed for Inter-Lakes ski races on Monday, 2/19. Parks and Rec Director Ole Anderson asks that anyone who uses the trails for non-skiing purposes would respect that these are first and foremost groomed trails for skiers. If you feel this is the best place to take a stroll, whether alone, in a group, or with a dog, please keep your foot traffic to the edge of the groomed area. Footprints through the groomed area can severely and dangerously impact the terrain for the skiers. Please keep foot traffic to the outermost portion of the groomed area. These trails are not for sledding, please do not sled or allow your children to sled on the trails. If you do take your dog, please pick up their poop. Not doing so is unacceptable anywhere and our groomed Nordic ski trails are no exception. Selectmen’s Office News A notice will be posted on the town website when town reports are available for pickup at the Selectmen’s Office. The Energy Committee will hold their monthly meeting on Tuesday, February 13th, at which time they will set a date for another forum on the proposed municipal solar array. The 2024 Budget Hearing and separate public hearing for bond issue greater than $100,000 (CDFA solar array loan) will take place on February 8th. The business session of the annual town meeting will take place on Saturday, March 16th at 10 AM at Sandwich Central School. Election Information Following are the Sandwich results of the New Hampshire presidential primary election on January 23: 364 votes were cast on the Democratic ballot. 277 of those were write-ins for Joe Biden. Second on the democratic side was Dean Phillips with 33, and the remainder were spread among 14 other regular and write-in candidates including 5 for Donald Trump. 440 votes were cast on the Republican ballot. Nikki Haley nudged out Donald Trump at 216 to 213. The remaining votes were spread among six other regular and write-in candidates, including 3 for Joe Biden. North Sandwich Friends (Quaker) Meeting North Sandwich Friends Meeting is open for in-person worship every Sunday from 10 – 11 a.m. in the 1881 historic Meeting House. The Meeting House is located at 354 Quaker Whiteface Road in North Sandwich, just north of the Durgin covered bridge. The Community Church of Sandwich has moved from the summer location at the Baptist Meetinghouse and now meets at the Methodist Meetinghouse, 6 Main Street until next spring.
